Dr. Kris Hall

This is my second year as CTE Academy Director and my This is my 41st year in education (Pennsylvania, Wisconsin, Iowa, and Illinois).  I have been an elementary, junior high, and high school teacher; reading specialist; talented and gifted coordinator; elementary principal; central office administrator; and Transportation Manager.  I retired (3/30/18) after 28 years in the Dubuque Community School District in Dubuque.  My retirement lasted three months.

My first year as CTE Academy Director was a challenge and rewarding at the same time.  I have learned so much and have so much more to learn about Career Technical Education and the Illinois educational system (all NEW acronyms to learn).  The talented CTE Academy staff have been a valuable resource and open to brainstorming and change.  Thank you!  The CTE Academy:  Home of the Seekers!  I also wish to thank the Education for Employment (EFE) #160 and CTE Academy Boards for their guidance, patience, and support!

I have met so many members of our communities extremely supportive of the CTE Academy (formally the Area Vocational Center).  There is a rich history of collaboration between community members and the CTE Academy staff.

I was the Table Mound Elementary School Principal in Dubuque for nine years.  Table Mound Elementary is one of the original New American Schools Development Corporation sites for Expeditionary Learning Outward Bound (ELOB), a school reform design.

As a seven-year, central office administrator (Executive Director), my duties included equity and diversity (harassment, bullying, and discrimination incident reports), safety and security, and wellness (activities/athletics, food service, and health services). I was also the Americans with Disabilities Act (ADA), Section 504 and Title IX Compliance Officer, and Level I Investigator for Iowa Administrative Code 280-102.  I was the chairperson of the district's Education Equity Advisory Committee and coordinated the district’s co-mediation services and school/business partnerships.  I was also the liaison for the district’s Foundation and the City of Dubuque’s “faces & voices” initiative.

I have a Bachelor of Science (Elementary Education) and Master of Education (Reading) from Indiana University of Pennsylvania, and a Ph.D. (Educational Administration) from the University of Wisconsin-Madison.  I hold a superintendent endorsement and an evaluator’s license in Iowa.  I was also a Loras College adjunct professor in Criminal Justice for several years.

I have also participated in the writing of several successful grants (Dubuque Racing Association, Iowa Public Television, and Vision Iowa).  I have been on negotiations as a teacher and as an administrator for administrators, attendants, drivers, food service, mechanics, nurses, secretaries, teachers, and truckers.

I was the chairperson of the Dubuque Community School District's Safety and Security Committee.  The Safety & Security Committee membership included emergency personnel from the City of Dubuque, City of Asbury, Dubuque County, and Jackson County.   The committee also included representatives from the Dubuque Community School District, Western Dubuque School District, Holy Family Catholic Schools, Emmaus College, Clarke University, Loras College, and the University of Dubuque.

I look forward to my second year as the Eagle Ridge Vocational Delivery System and Career Technical Education (CTE) Academy Director.  Thank you!
